Since 1973 the federal Environmental Protection Agency (EPA) have used SPCC Plans as a cornerstone of its strategy to prevent oil spills from reaching our nation's waters. Owners and operators of Aboveground Storage Tanks (ASTs) which store more than 1,320 gallons of oil must have and implement an SPCC Plan.
An SPCC Plan is unique to each facility, describing the particular configuration of the site's Aboveground Storage Tanks (ASTs) and even the site's Underground Storage Tanks (USTs) for sites exceeding 42,000 gallon capacity. However, common to all SPCC Plans is a listing of whether or not a site complies with the set of general requirements under 40 CFR 112. The EPA periodically performs on-site inspections to assure compliance with the SPCC Plan Regulations.
Hazardous Materials Business Plan (HMBP)
A Hazardous Materials Business Plan (HMBP) contains basic information on the location, type, quantity, and health risks of hazardous materials stored, used, or disposed of by businesses operating in the state. Chapter 6.95 of the Health and Safety Code establishes minimum statewide standards for HMBPs. The HMBP includes three elements we cover in detail:
- Business Activities and Owner/Operator Identification
- Chemical Inventory and Site Map
- Emergency Response Plan and Employee Training
